What is the ruling on the Afghans who live amongst the communists? 
A: This needs further details. If they are not able to migrate, they will be excused, for Allah (Exalted be He) says: Verily! As for those whom the angels take (in death) while they are wronging themselves (as they 
stayed among the disbelievers even though emigration was obligatory for them), they (angels) say (to them): "In what (condition) were you?" They reply: "We were weak and oppressed on the earth." They (angels) say: "Was not the earth of Allâh spacious enough for you to emigrate therein?" Such men will find their abode in Hell What an evil destination! page89image3998996016page89image3998996416Except the weak ones among men, women and children who cannot devise a plan, nor are they able to direct their way. page89image3999006144page89image3999006480These are they whom Allâh is likely to forgive them, and Allâh is Ever Oft­Pardoning, Oft­Forgiving. 
They should hasten to migrate as soon as they are able to do so. They should go to countries where they can openly observe their Din (religion of Islam) and feel safe. However, if they have the ability to migrate, but are reluctant, this will be a sin. Moreover, they will fall under great danger, for migration is obligatory on having the ability to do so, according to Ijma` (consensus) of many Muslim scholars, including Al­Hafizh Ibn Kathir (may Allah be merciful to him) in his Tafsir (explanation/exegesis of the meanings of the Qur'an) of the previous Ayahs. Ibn Kathir notes that migration is obligatory upon those who are able to do so, from countries where Kufr (disbelief) prevails and Muslims are unable to openly observe their Din.
